City of Rogers Sign Ordinance is not consistent throughout the city

Why is it that some signs in the so-called "Overlay District" have to be monument signs but
others in more newer parts of the city are allowed to have large pole or pylon signs?

Is this fair to the other property owners that have to remove their multi-tenant pole signs while
a single business with a single pole sign will stay in place for a hundred years or more?

for removing two entrances
and leaving one 35 foot
entrance
